K-Electric fined Rs2 mn over weak power supply system

ISLAMABAD: The National Electric Power Regulatory Authority (Nepra) on Wednesday imposed a fine of Rs2 million on the K-Electric.

According to a statement issued by the power regulatory authority, the K-Electric was penalized over non-compliance of performance standards, particularly its failure to restore power supply within the prescribed time frame and to ensure the safety of public in Karachi.

Quoting media reports, it said large swathes of Karachi remained without electricity due to the tripping of almost 700 feeders during rainy weather in June last year, which resulted in long power blackouts ranging from 24 hours to 48 hours in almost 50% areas of Karachi.

Besides, there were also reports of fatal injuries to some people owing to electrocution.

The Nepra took notice of the situation in Karachi and directed the K-Electric to immediately provide a detailed report on the tripping of feeders and electrocution incidents along with preventive and corrective steps taken by K-Electric.

The report submitted by K-Electric revealed that almost 600 feeders tripped on June 28, 2017 and 400 feeders on the next day for a longer duration due to 30mm rain.

In view of the poor state of affairs on part of K-Electric, the power regulatory authority decided to initiate legal proceedings. Following the due process of law, it passed a final order on Sept 30, 2018.

It observed that Karachi suffered prolonged and unscheduled electricity outages for more than 24 hours in different areas of Karachi due to weak and fragile distribution network which could not withstand few millimetres rain and K-Electric failed to resume power supply within prescribed time period.

It further observed with concern that people were electrocuted and died due to the poor maintenance of distribution network by K-Electric. “This indicates that KE’s network is full of safety hazards and there is no mechanism to develop safety culture and rectify safety hazards so that public lives can be saved during such emergency situations,” the statement read.

India inaugurates world’s biggest statue amid tight security

DELHI: India Wednesday inaugurated the world’s biggest statue with pomp, fireworks and tight security amid an outcry among local groups over the cost of the 182 metre (600 feet) high reproduction of an Indian independence hero.  

Activists said about a dozen of their leaders had been detained before Prime Minister Narendra Modi officially opened the tribute to Sardar Vallabhbhai Patel, with an air force jet flyover, helicopters showering flowers on the statue and fireworks in the green, orange and white national colours.

“Today is a day that will be remembered in the history of India,” said Modi who hailed Sardar Patel’s “strategic thinking” in bringing together the disparate country after independence in 1947 and the Statue of Unity as “a symbol of our engineering and technical prowess.”

But around the statue in a remote corner of Gujarat state, more than 5,000 police guarded the huge site where construction work has taken nearly four years to complete the megaproject. Hundreds of Chinese have been among the 3,500 workers.

Anand Mazgaonkar, a community group leader in Narmada district, said plain clothes police took away 12 people late Tuesday to the local police headquarters.

Police denied they had made any detentions. But authorities took no chances in case community groups staged protests to demand compensation for land taken to erect the statue of Unity, which cost 29.9 billion rupees ($400 million).

“Police patrolling has been intensified in the wake of protests by the local tribal community and leaders. Drones and helicopters will be keeping watch on the entire area,” said Narmada police inspector general Abhay Chudasama ahead of the ceremony.

The chiefs of 22 local villages signed a letter calling on Modi to stay away from the inauguration.

Posters of Modi with Gujarat chief minister Vijay Rupani were torn down or had their faces blackened at the weekend. Police kept watch on posters put in place of the torn ones.

Local legislator and community group leader Chotu Vasava said: “Tribal groups have been exploited by different governments, the ruling BJP (Bharatiya Janata Party) is repeating it again.”

“I am not against Sardar, but what is the use of the statue if the people on the land have to suffer and are moved from their homes?”

More than 80 percent of the local population are from tribal groups with special protected status.

The Gujarat government said the 185 families moved to make way for the statue had been compensated and given 1,200 acres (475 hectares) of new land.

Modi, whose nationalist government has made the statue one of its flagship projects, paid tribute while the air force jets roared overhead and dance troupes performed.

Sardar Patel’s name had been largely overshadowed by the Nehru-Gandhi dynasty that has dominated Indian politics since 1947. But Modi-inspired nationalists have sought to put their hero back in the forefront.

The statue is more than twice the size of New York’s Statue of Liberty and also dwarfs the 128 metre (400 feet) high Spring Temple Buddha in China, the world’s next-biggest statue. It is made up of nearly 100,000 tonnes of concrete and steel.

Online booking to visit the Statue of Unity has opened with a 350 rupee ($4.75) admission fee for the 153-metre-high observation deck.

Indian authorities hope the statue will attract 15,000 visitors a day to the remote corner of Gujarat, which is about 100 kilometres (60 miles) from the nearest city of Vadodora.

India is also working on a giant statue of 17th-century warrior king Chhatrapati Shivaji, riding a horse and brandishing a sword, which should dominate the Mumbai shoreline from 2021. The current design would make it 212 metres high.

ISLAMABAD: State Minister for Communications, Murad Saeed, has said the Opposition was panicked after Prime Minister’s austerity measures and action against misuse of public exchequer.

Speaking on the floor of the National Assembly, Saeed said irrelevant questions and debates from the Opposition was tantamount to wasting time of the nation as well as of the Parliament.

He said the government would appoint competent persons, not blue-eyed ones, in all department to ensure good governance and make the country progressive.

Referring to ongoing tiff between the government and the opposition, he said precious time was being wasted on hue and cry over non-issues.

He took exception to the statement from opposition benches regarding Kashmir issue, saying Indian business giant Sajjan Jindal came to Pakistan with the same opposition in power then, “Are they rightful to raise this Kashmir issue,” he asked.

Without naming any PML-N leaders, Murad Saeed said they were even fearful to name Kulbhushan Jadhaav, Indian spy caught and convicted in Pakistan, on grounds that the neighbouring country would dislike it.

Saeed was appointed as Minister for State for Communication on Sep 18. He was previously the minister of state for States and Frontier Regions Division (SAFRON).

Saeed was among six members who were inducted in the federal cabinet on Sep 11, the second expansion since the government was established.

Muhammad Shabir Ali, Muhammad Hammad Azhar were also inducted as state ministers. Omar Ayub Khan, Ali Muhammad Mahar and Syed Ali Haider Zaidi were sworn in as federal ministers.

Qureshi, Zarif discuss matters of bilateral interests

ISLAMABAD: Foreign Minister of Iran, Mohammad Javad Zarif called on his Pakistani counterpart Shah Mehmood Qureshi on Wednesday in federal capital at the Foreign Office.

“Both dignitaries discussed matters related to mutual interests between Pakistan and Iran”, said FO Spokesperson, Dr Faisal in a tweet.

Foreign Minister Shah Mehmood Qureshi welcomed the visiting Foreign Minister of Iran, Mr Zarif at Ministry of Foreign Affairs (MoFA), adding that detailed discussions on all issues of bilateral issues, reads tweet.

Mr Javad Zarif arrived in Islamabad to hold bilateral talks with Pakistani leadership earlier today.

He will also likely to meet Prime Minister Imran Khan and Chief of Army Staff (COAS) Gen Qamar Javed Bajwa.

The foreign minister’s visit comes in the wake of the kidnapping of border guards of Iran near its border with Pakistan earlier this month. Just before the visit of Mr Zarif,  both foreign ministers exchanged their views to discuss the matters connecting to the abduction of Iranian guards in a telephonic conversation.

Expressing his serious concern over the incident, Qureshi termed the incident an “evil design” of the enemies unhappy with close and friendly relations between the two countries.

He reaffirmed Pakistan’s commitment not to allow anyone succeed in such malicious efforts.

FM Qureshi briefed the Iranian foreign minister about the active efforts launched by Pakistan’s law enforcement agencies to ascertain whereabouts of the missing Iranian guards, in coordination with Iranian military and intelligence counterparts.

At least fourteen Iranian security forces, including members of the Revolutionary Guards, were kidnapped on the southeastern border with Pakistan.

Jaish al-Adl, a terrorist group operating in the region, had claimed responsibility for their kidnapping. Iranian officials believe that the terrorists have transferred abductees to Pakistan.

The minister vowed for the revival of Railways, adding that employees of the department will be promoted to ‘A’ grade.

Addressing a press conference yesterday, the minister announced that the citizens will travel by the new train for free on 1st of Nov.

He said the federal government is ready to provide all required facilities for revival of Karachi Circular Railway project.  Five more trains will be launched in Sindh in the first 100 days of the present government, he added.

He said the government plans to launch the Rehman Baba Expresses from Khyber Pakhtunkhwa to Karachi for the poor. The train will operate on the main ML-1 line as Khushhal Khan Express is not in a good condition and the department always remains concerned about it.

This is the launch of sixth train within merely 60 days of the new government. The government is committed to fulfill the promise of bringing 10 new trains in its 100 days.

In the next phase, the Federal Minister vowed to introduce a shuttle train service between Karachi and Hyderabad.

On October 16, Rashid inaugurated two new passenger trains – the Mohenjo-Daro and Rohi Express.

The Mohenjo Daro passenger train runs between Sukkur and Kotri via Larkana route while Rohi Express chugs from Rohri to Khanpur.

Last month, Prime Minister Imran Khan had inaugurated two new trains in a ceremony at Prime Minister Secretariat.

The PM also vowed to bring the latest technology to the department, which will facilitate thousands of passengers everyday.

ISLAMABAD: Leader of the Opposition in the National Assembly Shehbaz Sharif on Wednesday fired a broadside at Prime Minister Imran Khan, asking him to explain as to who asked him for a deal like the National Reconciliation Ordinance (NRO). 

Speaking on the floor of the house, Shehbaz further asked the prime minister to present witnesses to substantiate his claim of opposition politicians seeking an NRO.

“Prime Minister Imran Khan should tender an apology to Parliament if he fails to prove [his claim],” he said, adding that they cannot be intimidated by threats.

He alleged that there is an unholy alliance between NAB and the ruling PTI.

“The prime minister was a suspect in the helicopter case. On what basis did the NAB chairman meet a suspect,” asked the opposition leader.

He said the prime minister once again resorted to lying by giving a statement with regard to the NRO. “I curse the NRO,” asserted Mr Sharif.

He said the Billion Tree Tsunami, Malam Jabba, and KP Accountability Commission scandals are not hidden from anyone, nor is the Peshawar Metro Bus scam.

NAB has done nothing about these scandals, complained the opposition leader.

He said they won’t allow the PTI government to rule the roost and resolved to stand like a wall in its way.

ISLAMABAD: The Pakistan Muslim League Nawaz (PML-N) leadership has conditioned its participation in the opposition’s all parties conference (APC) convened by Maulana Fazal-ur-Rehman.

The differences between two major opposition parties – Pakistan Peoples Party (PPP) and Pakistan Muslim League Nawaz (PML-N) – have turned the prospects of a successful APC bleak.

As per sources, in order to patch up with the PPP, the leadership of PML-N has put forward the need to restore trust as its foremost precondition.

The former ruling party was enraged over the recent statement of PPP co-chairman Asif Ali Zardari, in which he held PML-N supreme leader Nawaz Sharif responsible for the cases against PPP leaders. According to sources, such remarks are a bone of contention between the two parties.

Furthermore, the sources told that the PML-N has showed its reservation on Zardari’s style of politics and has reportedly sought explanation from the former president regarding his role in toppling Balochistan’s government and Senate elections.

The PML-N has demanded from the leadership of PPP to first take steps to mend the trust deficit developed in the wake of recent political scenario.

A day earlier, the Sharif brothers – Nawaz and Shehbaz – decided against attending the all parties conference hosted by Jamiat Ulema Islam-F chief Maulana Fazal-ur-Rehman.

Nonetheless, a delegation of Pakistan Muslim League-Nawaz (PML-N) will attend the APC.

Muqam appears before NAB in assets beyond means case

PESHAWAR: Pakistan Muslim League-Nawaz (PML-N) leader, Engineer Ameer Muqam on Wednesday reached National Accountability Bureau (NAB) office to present himself in charges of possessing assets beyond known means of income.

The NAB has accused Muqam of purchasing properties in Islamabad, Lahore and Peshawar. He is also accused of purchasing precious agricultural land in Swat, Shangla and Peshawar, besides having several bank accounts.

Muqam’s wealth and luxurious lifestyle do not match his known income and that is why investigation against him was initiated, said officials privy to the matter.

The NAB KP started the inquiry against Ameer Muqam in July, after orders of the NAB Chairman Justice (Retd) Javed Iqbal. Today is the 3rd appearance of Mr Muqam before the anti-graft watchdog body, he was handed over questionnaire pertaining to the probe in the last appearance.

NAB had acquired complete record of Muqam’s assets from Punjab Excise and Taxation Department.

Ameer Muqam’s wife, Naseem Begum and two daughters, Afshan Muqam and Anjum Sohail, his four sons, Ashfaq Ahmed, Ishtiaq Ahmed, Niaz Ahmed and Ameer Adnan are also being probed over the allegations of having assets beyond means.

Engineer Ameer Muqam is President of PML-N Khyber Pakhtunkhwa. He has previously served as adviser to the prime minister. He had contested the July 25 election from two National Assembly and two provincial assembly seats on the PML-N ticket but lost all four.

The National Accountability Bureau (NAB) in a statement issued yesterday said that it has launched large-scale investigations against 71 influential persons across the country.

According to the list, investigations in corruption cases initiated against the 71 important personalities, including former prime ministers, chief ministers and ministers.

It is pertinent to note here that NAB had earlier this month announced that from October 2017 to October 2018,  the bureau had received 44315 complaints, authorized 1713 complaint verification, 877 inquiries and 227 investigations, arrested 503 accused persons and recovered Rs 2580 million from corrupt elements and deposited in the national exchequer.

ISLAMABAD: The Supreme Court on Wednesday overturned the conviction of Asia Bibi, a Christian woman condemned to death for blasphemy, ordering her immediate release from prison.

Headed by Chief Justice of Pakistan Mian Saqib Nisar, a three-judge bench of the apex court gave this verdict on an appeal filed by the woman challenging her capital punishment.

“The appeal is allowed. She has been acquitted. The judgement of high court as well as trial court is reversed. Her conviction is set aside,” the verdict read.

Afghan army helicopter crashes, killing 25 on board

KABUL: An Afghan army helicopter crashed in southwestern Afghanistan on Wednesday, killing 25 crew and passengers, provincial officials said.

Naser Mehri, a spokesman for the governor of western Farah province, said two army helicopters were on their way to neighboring Herat province when one lost control.

He said the aircraft crashed in bad weather. A Taliban spokesman said the militants shot it down.

Lawyers exercise right of vote to elect SCBA’s new body

ISLAMABAD: The members of Supreme Court Bar are exercising their right to vote on Wednesday (today) in the ongoing election of the Supreme Court Bar Association (SCBA)  to elect its new body for 2018-19.

A total of 3,047 voters across the country cast their votes to elect the 22-member body.

Ali Ahmed Kurd, the candidate fielded by Asma Jahangir Group contesting for the SCBA’s President slot against Haimd Khan group’s candidate, Amanullah Kanrani.

Kurd, who was a leader of the lawyers’ movement for restoration of judges in 2007, is being supported by the former SCBA President, Yasin Azad, while Amanullah Kanrani, who had resigned as advocate general of Balochistan in March this year, is getting support from Law Minister Dr Farogh Nasim and Attorney General of Pakistan Anwar Mansoor Khan, who have been affiliated with Hamid Khan group.

As per policy of SCBA, the president of the bar is elected from different province each year as per rotation policy. The slot of the president has been reserved for Balochistan this year .

For the slot of the secretary general of SCBA, the contest is between Shamim-ur-Rehman Malik and Azmatullah Chaudhry, while Ali Ahmed Rana and Mahmood A Sheikh are running for the position of finance secretary .

The process of polling started at 9:00 am today to continue till 5:00 pm without any break. Polling stations have been set up in Karachi, Quetta, Peshawar, Abbottabad, Lahore, Multan, Bahawalpur, Islamabad and other cities.

The SCBA body consists of the president, four vice-presidents (one from each province), secretary, additional secretary, finance secretary and 14 members elected from across Pakistan (at least two from each province).

US calls for Yemen ceasefire, Mattis urges for peace talks within ‘next 30 days’

WASHINGTON: The United States called Tuesday for a ceasefire and peace talks in Yemen, as the Saudi-led military coalition sent more than 10,000 new troops toward a vital rebel-held port city ahead of a new assault.

Pentagon chief Jim Mattis said the US had been watching the conflict “for long enough,” adding that Saudi Arabia and the United Arab Emirates (UAE), which are in a US-backed coalition fighting Houthi rebels, are ready for talks.

“We have got to move toward a peace effort here, and we can’t say we are going to do it sometime in the future,” Mattis said at the US Institute of Peace in Washington.

“We need to be doing this in the next 30 days.”

He said the US is calling for all warring parties to meet with United Nations special envoy Martin Griffiths in Sweden in November and “come to a solution”.

US-Saudi ties have cooled in recent weeks after the murder of journalist Jamal Khashoggi, a prominent critic of the conservative kingdom, that has also tarnished the image of Crown Prince Mohammed bin Salman.

Saudi Arabia and its allies intervened in the conflict between embattled Yemeni President Abdrabbuh Mansur Hadi, whose government is recognised by the UN, and the Houthis in 2015.

Nearly 10,000 people have since been killed and the country now stands at the brink of famine, with more than 22 million Yemenis — three-quarters of the population — in need of humanitarian assistance.

The pro-government coalition deployed its reinforcements to the Red Sea coast ahead of a new offensive on Hodeida “within days,” a military official told AFP earlier.

He said they would also “secure areas liberated” from the Iran-linked Houthi rebels, and that forces from Sudan, part of the coalition, had moved into “secure” areas around the city.

Houthi rebels have for the past 10 days been stationing fighters on rooftops of buildings in Hodeida city, government military officials told AFP.

The adjacent port is the entry point for more than 70 percent of imports to the impoverished country.

Peace is ‘the only way’

The US has faced fierce international criticism for its role in supporting the Saudi-led coalition, especially after a series of strikes killed scores of civilians.

US Secretary of State Mike Pompeo called for an end to all coalition air strikes in Yemen’s populated areas.

“The time is now for the cessation of hostilities, including missile and UAV (drone) strikes from Houthi-controlled areas into the Kingdom of Saudi Arabia and the United Arab Emirates,” Pompeo said in a statement.

“Subsequently, coalition air strikes must cease in all populated areas in Yemen.”

Mattis said US support is based primarily on teaching the Saudi air force to improve targeting and to not drop bombs when there is any doubt about what they might hit.

“Our goal right now is to achieve a level of capability by those forces fighting against the Houthis that they are not killing innocent people,” he said.

Mattis said the ceasefire should be based on a pullback of Houthi rebels from the border and a ceasefire, and the parties must come together to end the war.

“That will permit the special envoy Martin Griffiths… to get them together in Sweden and end this war. That is the only way we are going to really solve this,” he added.

Last month, UN-led peace talks failed to take off after Houthi rebels refused to fly to Geneva over what they said was the UN’s failure to guarantee a safe return to the capital Sanaa, which the group has controlled since 2014.

Pompeo said the peace talks would aim to “implement confidence-building measures to address the underlying issues of the conflict, the demilitarisation of borders and the concentration of all large weapons under international observation.”

“A cessation of hostilities and vigorous resumption of a political track will help ease the humanitarian crisis as well,” he added.

“It is time to end this conflict, replace conflict with compromise and allow the Yemeni people to heal through peace and reconstruction.”

LONDON: After a number of accolades and recognition for promoting girls education, Nobel Prize Winner, Malala Yousafzai, is set to be honoured by Harvard University for the same cause.

Harvard’s Kennedy School says Yousafzai will be awarded the 2018 Gleitsman Award at a Dec. 6 ceremony.

Yousafzai became the youngest person to win the Nobel Peace Prize in 2014 when she was recognized for her global work supporting schooling for all children.

Malala Yousafzai, will speak at a special event in Edinburgh in December this year.

According to reports, Malala Yousafzai, the youngest ever Nobel Peace Prize winner, will speak at the Social Bite event to thank those taking part in this year’s Sleep in the Park event in December.

Malala elected ‘social secretary’ at Oxford College

Malala Yousafzai, has been living in the UK since October 2012. She was shifted from Pakistan to a hospital in Birmingham after she had sustained a bullet in her head in a targeted attack by militants in Swat. She was on her way home in a school van with other girls after an exam when the TTP men opened fire on them. Two other girls also sustained gunshot wounds.

Five years ago, Malala Yousafzai and her father Ziauddin co-founded the Malala Fund to bring awareness to the social and economic impact of girls’ education worldwide.

On December 10, 2014, Yousafzai received Nobel Peace Prize jointly with Indian children’s rights and education advocate Kailash Satyarthi.

In March this year, Malala returned to Pakistan for the first time after attack and visited her hometown Swat under tight security.

SC summons Fawad over IG Islamabad transfer ‘taunt’

ISLAMABAD: The Supreme Court on Wednesday summoned Minister for Information and Broadcasting Fawad Chaudhry to explain his position with regard to his recent statement on the transfer of the capital city police chief Jan Muhammad.  

A three-judge bench, headed by Chief Justice of Pakistan Mian Saqib Nisar, was hearing a suo motu case pertaining to removal of the Inspector General of Police Islamabad.

Taking exception to the statement of the federal minister, the chief justice asked him to appear at 11:50am to explain as to “who did he taunt” when he questioned the purpose of holding elections in the country if the elected prime minister couldn’t even suspend an IGP.

Speaking to media outside Parliament House a day earlier, Fawad said the IGs were answerable to the prime minister and chief minister. “If the government is to be run by bureaucrats, then there might be no need for elections as a few bureaucrats might be appointed to run the government.”

Defending the IGP Islamabad’s transfer, he said the police officer was transferred owing to complaints about widespread use of drugs in the capital’s schools and collages and bribery in police stations and check points.

On Monday, the top court suspended a notification regarding removal of IGP Islamabad Jan Muhammad when it was informed that he was removed on the directives of Prime Minister Imran Khan.

The bench expressed extreme displeasure over removal of the IG Islamabad, saying the way he was sent packing is pathetic.

Attorney General Anwar Mansoor informed that the IGP was removed on the verbal directives of the prime minister.

On Oct 27, the grade-20 officer of the Police Services of Pakistan (PSP) was removed and directed to report to the Establishment Division, according to a notification issued by the division.

Medical board examines Shehbaz in sub-jail

ISLAMABAD: Incarcerated Opposition leader in National Assembly Shehbaz Sharif underwent medical examination on Wednesday at his residence in Minister’s Enclave which was declared a sub-jail by the National Accountability Bureau.

A three-member medical board of polyclinic doctors thoroughly examined the former chief minister and conducted several clinical tests.

Consultant physician Doctor Asif Irfan is heading the medical board which comprises associate cardiac physician Doctor Hamid Iqbal and Doctor Imtiaz Ahmed.

The medical board was formed on the request of the National Accountability Bureau.

On October 29, an accountability court extended the physical remand of Shehbaz Sharif until Nov 7 in Ashiana-e-Iqbal Housing scandal.

Arrest of Shehbaz Sharif

The National Accountability Bureau on Oct 5 arrested Shehbaz Sharif inside its Lahore office where he was summoned to record his statement in connection with the Punjab Saaf Pani Company case.

A combined investigation team of the country’s top anti-graft watchdog quizzed him for an hour over his alleged role in awarding contract to his “favourite firm” in violation of laws in the Ashiana-i-Iqbal housing project.

The Bureau later issued a statement, declaring that former Punjab chief minister Shehbaz Sharif has been arrested in the scam.

Shahbaz’s blue-eyed officers, Lahore Development Authority former director general Ahad Cheema and Fawad Hasan Fawad, are already in NAB custody in the Ashiana Housing case.

He said now with a system of punishment and reward in place, performance of all the ministers will be evaluated and those not performing well will be replaced.

He said Pakistan Citizens Portal has been launched to check corruption.

The prime minister questioned, with reference to the PML-N’s demand that how a person facing charges of corruption could become the Chairman of Public Accounts Committee. He said the government’s priority is to improve governance and catch the big thieves without any disturbance to the poor. He said with focus on health and education, the PTI government is aiming to turn Pakistan into a welfare state.

Members of the provincial assembly expressed their full confidence in the leadership of Prime Minister Imran Khan and Chief Minister Usman Buzdar.

The members also presented various suggestions to the prime minister for improving governance in different areas.

Meanwhile, Adviser to Prime Minister on Commerce, Investment, and Industries Abdul Razak Dawood has said the upcoming visit of Prime Minister Imran Khan to China is aimed at further expanding the scope of China Pakistan Economic Corridor .

He said this while addressing a ceremony held to promote business promotion between Federation of Pakistan Chamber of Commerce and Industry and All Pakistan Chinese Enterprises Association in Islamabad.

Last week, former President and Co Chairman Pakistan People’s Party (PPP) Asif Ali Zardari directed the elected representatives of Tharparkar to submit a report on the situation in the drought-stricken district.

The former president was briefed by chief minister’s special assistant on human rights Dr Khatu Mal on the Thar situation.

“The government will resolve the Thar crisis on a priority basis,”  said Mr Zardari adding that he will soon visit the drought-hit areas.

Asif Zardari said that the people of Thar will not be left alone in this difficult time and directed the provincial government to ensure all humanly possible efforts to provide relief.

Dr Khatu Mal was of the opinion that Tharparkar will continue to reel under drought-like situation until canal water is made available to the region.

Chief Justice of Pakistan (CJP) Mian Saqib Nisar recently heard a case related to the drought in Tharparkar at the apex court’s Karachi registry.

He issued directives for the authorities concerned to take substantial steps to  improve miserable situation in Thar.

CJP Nisar was informed that distribution of wheat is ongoing in the region and special nutrition package is also being provided to address the issue of malnutrition.

Chief Justice of Pakistan (CJP) during the hearing said he will visit Thar himself to inspect the situation in the area, where chronic malnutrition continuing to add to the misery of the people living in drought-hit area.

Seven killed in suicide attack near Kabul prison

KABUL: A suicide bomber targeting a bus carrying employees of Afghanistan’s biggest prison killed at least seven people on Wednesday, officials said, in the latest militant attack in the war-torn country.

Another five were wounded in the blast near the facility in Kabul, which police spokesman Basir Mujahid said had hit a vehicle that staff of Pul-e-Charkhi prison were travelling in.

The attacker was on foot, interior ministry spokesman Najib Danish said. He struck as the bus was entering the jail in the east of the Afghan capital.

There was no immediate claim of responsibility for the explosion, but the Islamic State group (IS) has claimed most suicide attacks in Kabul in recent months.

The attack comes days after a suicide bomber blew himself up near the entrance of Afghanistan’s Independent Election Commission in Kabul, killing at least one person and wounding six.

A wave of election-related violence has killed or wounded hundreds across the country in recent months as the Taliban and IS step up attacks on Afghan security forces and government workers.

Afghanistan’s long-delayed parliamentary election, which was held over three days this month, was marred by chaos and deadly attacks.

Two days before voting began on October 20, a Taliban-claimed shooting killed a powerful police chief in the southern province of Kandahar.

General Abdul Raziq was among three people killed in the brazen insider attack on a high-level security meeting in the provincial capital that was attended by General Scott Miller, the top US and NATO commander in Afghanistan.

Miller escaped unhurt, but US Brigadier General Jeffrey Smiley was among 13 people wounded in the shooting, which the Taliban said had targeted Miller and Raziq.

US officials and NATO’s Resolute Support mission in Afghanistan were adamant that Miller had not been a target.

Several days later another Taliban-claimed assault killed a NATO soldier and and wounded two others — all from the Czech Republic — in the western province of Herat.

The attacks came amid a flurry of US-led diplomatic activity to convince the Taliban, Afghanistan’s largest militant group, to negotiate an end to the 17-year war.

Earlier this month, newly appointed US peace envoy Zalmay Khalilzad met with Taliban representatives in Qatar.

Less than two weeks later a top Taliban commander held in Pakistani detention for more than eight years was freed.

A senior Taliban leader told AFP the group had requested the release of Abdul Ghani Baradar and several others at the meeting with Khalilzad.

As per the complaint she lodged, the lady informed the police that she had kept her mobile phone on the table and went to use the toilet. According to her, when she returned to her seat the mobile phone was missing.

The police officials said that the department was trying to detect and grab the culprit with the help of CCTV footage, however, reportedly there aren’t any CCTV cameras installed inside the halls of the hotel.

According to reports, the police department is further trying to find the mobile through its IMEI number.

Earlier this month, a CCTV was aired by a number of national TV channels showing a bureaucrat stealing a wallet of a Kuwaiti official in Islamabad. It happened after a meeting between a Kuwaiti delegation and Pakistani government officials.

After video of the incident went viral, Information Minister Fawad Chaudhry announced that Zarrar Haider was suspended on disciplinary grounds for stealing the wallet and ordered investigation against him.

Asad Umar calls for practical steps to break begging bowl

ISLAMABAD: Finance Minister Asad Umar on Tuesday reiterated the government will be obtaining an IMF bailout package for the last time to steer the country out of the current financial crisis. 

Speaking on the floor of the National Assembly, the minister said Pakistan faces a trade deficit of $35 billion, causing depreciation of the rupee against the US dollar.

Assailing the opposition PML-N, he said the budget deficit soared to 6.6 percent of the gross domestic product (GDP) during the previous government’s term.

He said the PTI government simultaneously approached friendly countries and the International Monetary Fund (IMF) to fend off a looming economic crisis.

He said while a delegation of the Fund has been asked to visit Islamabad at the earliest for talks on a bailout package, the government has yet not decided to seek the bailout from the IMF.

Speaking about the Saudi bailout, Asad Umar said Saudi Arabia agreed to provide $3 billion worth of oil on deferred payments in addition to another $3 billion to be deposited in the account of the State Bank of Pakistan. Agreements worth $9 bn were reached with the kingdom for a period of three years, he added.

He said the government would not put burden on the poor and instead take measures to resolve the issues faced by them.

He said our target is to reduce the country’s trade deficit. Speaking about Prime Minister Imran Khan’s upcoming visit to China, he said the government would raise the issue of trade deficit with China, pushing for an increase in export of Pakistani products to China to reduce the imbalance.

The minister said the begging bowl cannot be broken by way of making emotional speeches as practical steps are required for the purpose.

Pakistani-origin men convicted of child sex abuse in UK

LONDON: A major investigation into historical child sexual exploitation in a town in northern England led to the conviction Monday of seven men who targeted teenage girls.

Members of the gang were convicted of offences including rape, indecent assault and false imprisonment of vulnerable girls in Rotherham.

One of the victims told the trial at Sheffield Crown Court how she had sex with “at least 100” ethnic South Asian men by the time she was 16.

The BBC reported that the convicted men were all of British Pakistani heritage and had abused five girls over a seven-year period.

The case arose from the National Crime Agency’s (NCA) inquiry into child sexual exploitation in Rotherham, which has identified more than 1,500 victims.

This investigation was set up in the wake of a 2014 report which exposed the scale of abuse in the Yorkshire town between 1997 and 2013 and the failure of police and social services to intervene.

The girls who were the victims of the men convicted in this case are now in their 30s, jurors heard during the eight-week trial.

“When they were in their teens, they were targeted, sexualised and, in some instances, subjected to acts of a degrading and violent nature at the hands of these men,” said prosecutor Michelle Colborne.

The jury heard how they were supplied with alcohol and drugs before being passed between men in Rotherham.

“The girls were enthralled by older, Asian men, men who had cars and seemed exciting to them,” said Colborne.

“None of them had the maturity to understand that they were being groomed and exploited.”

The convicted men will be sentenced on November 16.

They are Mohammed Imran Ali Akhtar, 37; Nabeel Kurshid, 35; Iqlak Yousaf, 34; Tanweer Ali, 37; Salah Ahmed El-Hakam, 39; Asif Ali, 33; and another defendant who cannot be named.

The jury heard another victim recount how she was forced to have an abortion by her parents after she was raped by several men in a forest.

Outside court, NCA investigations manager Robin Pearson said: “They were young girls at the time — children, who were groomed and abused, plied with alcohol, plied with drugs, taken to remote locations and sexually abused by predators.

“The victims were 14, 15, 16 years old at the time and very vulnerable.”

Weakened Merkel to step down as chancellor in 2021

Angela Merkel on Monday announced she will quit as German chancellor when her mandate ends in 2021, as she sought to curtail a series of political crises that have rocked her fragile coalition.

Often described as the world’s most powerful woman and Europe’s de facto leader, Merkel said she hoped her planned departure would end fighting within her coalition and allow it to focus on governing.

“Today, it is time to begin a new chapter,” she told reporters at her party headquarters.

Referring to detrimental coalition quibbling, Merkel noted that “the picture that the government is sending out is unacceptable.”

Electoral drubbings like the one on Sunday in the western state of Hesse were “a watershed, but in them could lie a chance” for Germany’s mainstream political parties including her own to find a way forward, she said.

The 64-year-old chancellor will stagger her political exit by first giving up the leadership of her Christian Democratic Union after 18 years when the position comes up for reelection in December.

Merkel, who has led Germany for 13 years, said that she would neither stand in the country’s next elections nor seek to renew her mandate as chancellor when her fourth term ends in 2021.

At least four candidates declared their interest in Merkel’s job after she made her stunning announcement.

But she named no successor.

“I will accept any democratic decision taken by my party,” she said.

Immigration stumbling block

Merkel has long held the support of Germans as a guarantor of stability and prosperity, having steered Germany through financial crises and kept Europe’s biggest economy humming, with unemployment striking post-reunification record lows month after month.

But her power began to wane in 2015 after she decided to keep Germany’s borders open at the height of Europe’s migrant crisis, ultimately allowing in more than one million asylum seekers.

The mass arrivals left Germany deeply polarised and fuelled the rise of the far-right, essentially redrawing the country’s political landscape.

Railing against the newcomers, the anti-immigrant AfD is now the biggest opposition party in the Bundestag, and after a strong showing in Hesse now has seats in all German state parliaments.

Anxious to stem the haemorrhage of voters to the AfD, Merkel’s conservative Bavarian allies CSU had championed hardline immigration and openly attacked her, all of which ended up alienating moderate voters.

The CSU’s strategy also sat poorly with the third party in Merkel’s uneasy coalition, the Social Democrats, which sent the government lurching from crisis to crisis.

AfD leader Joerg Meuthen hailed Merkel’s planned departure as “good news”, as the party took credit for the earthquake in German politics.

‘True to herself’

The daily Sueddeutsche Zeitung praised Merkel for her decision, saying the leader who has always been “sober, to the point of being cold” with the political careers of others, has “stayed true to herself”.

French President Emmanuel Macron, who has a good working relationship with Merkel, hailed her “extremely dignified” decision.

Several key CDU figures now hope to succeed her, including party general secretary Annegret Kramp-Karrenbauer and ambitious health minister Jens Spahn, a frequent Merkel critic.

And Merkel, dubbed the “eternal chancellor”, might not get to choose her own timetable for stepping down, as her departure could be hastened if the SPD brings down the government before 2021.

Following Sunday’s hammering at the polls in Hesse, the second consecutive drubbing after a vote in Bavaria two weeks ago, SPD chief Andrea Nahles warned that her party might pull the plug.

Nahles nonetheless voiced respect for Merkel’s decision, saying the veteran leader has done “an extraordinary service” to the CDU.

The question now is whether by offering herself up as a lightning rod, Merkel will deflect the disapproval that sent voters towards other parties.

Merkel’s first step towards the exit will certainly be felt across the European Union, where she has been an unflappable bulwark against global crises, Brexit and an unpredictable ally in the United States.

Despite her global standing, Merkel said she has no plans to seek a post in the European Commission after bowing out of German politics, quashing speculation to that effect in Brussels.

Capt Safdar appears before NAB in assets beyond means case

PESHAWAR: Captain (Retd) Muhammad Safdar, on Tuesday reached National Accountability Bureau (NAB) office here after being summoned in assets beyond means case.

Mr Safdar reached the Bureau’s office an hour earlier before his scheduled time. A team of four officials will question the son in law of former prime minister Nawaz Sharif over having assets beyond known source of income.

“After questioning by the NAB officials, retired Captain Safdar will be handed over a questionnaire, said officials privy to the matter.

On October 23, the Lahore High Court (LHC) granted protective bail to Capt (retd) Muhammad Safdar against two surety bonds worth Rs 0.5 million each for 10 days.

The PML-N leader approached the court, stating that the National Accountability Bureau (NAB) Peshawar carrying out an inquiry against him in connection with alleged accumulation of assets beyond known sources of income.

The Bureau has been persecuting him by serving notices, he alleged and added he received a subpoena from NAB just a day before his scheduled appearance on Oct 18, thus, it was impossible for him to turn up before it on such a short notice.

Besides, Mr Safdar said, he couldn’t appear owing to his ill-health.

He, therefore, apprehended that NAB may arrest him in the case, pleading with the court to grant him bail. The court granted him protective bail for ten days.

Safdar along with Nawaz Sharif and Maryam Nawaz was released from Adiala jail on Sept 19 after the Islamabad High Court suspended their prison sentences in the Avenfield corruption reference.

The IHC accepted the convicts’ petitions against the Avenfield verdict, ruling that the sentences would remain suspended until the final judgment on their appeals.

An accountability court on July 6, had handed Nawaz Sharif 10 years jail term for owning assets beyond income and one year for not cooperating with NAB in the Avenfield properties corruption reference filed by the National Accountability Bureau (NAB).

His daughter Maryam Nawaz was given seven years for abetment, and her husband Captain (retd) Safdar was handed one year sentence for non-cooperation with the anti-graft authority.

Asian markets mostly down, trade war fears back in headlines

Asian markets mostly fell Tuesday with Hong Kong and Shanghai stocks sinking following a report that the White House is preparing to impose tariffs on all its Chinese imports, throwing the trade war back into the spotlight.

The story added to skittishness across trading floors, where investors are already fretting over a number of issues including geopolitical tensions, rising US interest rates, slowing growth, Brexit and Italy´s budget standoff with the EU.

Wall Street provided another negative lead, with the S&P 500 and Dow now suffering similar selling pressure to other global markets, having held up for most of the year and even chalking up several record highs as early as this month. The New York losses also came despite more positive economic data.

In early Asian trade Hong Kong shed 0.9 per cent and Shanghai was 0.7 per cent off after Bloomberg News reported Donald Trump is planning more tariffs on China if talks with Chinese President Xi Jinping next month are unsuccessful.

It cited unnamed sources as saying a list is being drawn up for a December announcement to hit another $267 billion of goods with levies.

With $250 billion already being targeted, the move would mean all China´s shipments to the United States are taxed. Beijing has said in the past that it will retaliate against any measures, putting the world´s top two economies on course for an all-out trade war.

Euro woes 

The row comes as Chinese growth stutters, putting pressure on the government to provide support measures such as lowering the amount of cash banks must keep in reserve and tax cuts, just as it struggles to deal with a huge debt mountain.

In other markets Singapore fell 0.5 per cent and Seoul shed 0.1 per cent while Taipei, Jakarta and Manila were also in the red.

However, Tokyo jumped 0.8 percent by the break thanks to a dip in the yen against the dollar, which lifted exporters, while Sydney edged up 0.1 per cent.

The dollar was also up against most other currencies, with the euro unable to bounce back after German Chancellor Angela Merkel said she will not seek re-election in 2021.

The announcement came after her fragile coalition government suffered heavy losses in a key regional election and a junior partner threatened to quit, which would likely spark a fresh general election.

Adding to euro weakness is Italy´s row with Brussels over its wallet-busting budget, which EU officials says breaks the bloc´s finance rules, while officials seem no closer to agreeing a deal with Britain over its exit with a deadline approaching.
